Fixes the loading of the LUT so it's actually the proper full thing (the loading of the dithering pattern was partially mangled before) and adds a per-color-channel position offset to where the noise LUT is loaded for overall more nice and smoother dithering.
This could probably be squashed together with the commit that has all the other decoding improvements from the last libjxl related PR: e307685
