UHF-X: Fix triggering re-render even when no params present

Fix issue with unwanted re-render when initializing some search apps.

How to test:

• Set up Kasko istance
• composer require drupal/hdbt:dev-UHF-X-fix-unwanted-scroll
• Go to https://helfi-kasko.docker.so/en/childhood-and-education/basic-education/comprehensive-schools, the page should not scroll to results after initial page load
• Go to https://helfi-kasko.docker.so/en/childhood-and-education/basic-education/comprehensive-schools?address=Pasilankatu%202, the page SHOULD scroll after initial page load
