UHF-12575: Fix the instruction language fields values cases

What was done

• Add a helper function to format the language strings cases on the results cards based on the current language.

How to install

• Make sure your instance is up and running on latest dev-branch
  • git checkout dev && git pull origin dev
  • make fresh
• Update the HDBT theme
  • composer require drupal/hdbt:dev-UHF-12575_language_case_fix
• Run code updates
  • make drush-locale-update drush-cr

How to test

•  Go to https://helfi-kasko.docker.so/fi/kasvatus-ja-koulutus/perusopetus/peruskoulut and select the "Etsi koulun tiedoilla" tab. Filter using the "Opetuskieli" filter and select "Englanti". In the results all the values on the row "Opetuskieli" should be lowercase as Finnish language rules dictate.
• Go to https://helfi-kasko.docker.so/sv/fostran-och-utbildning/grundlaggande-utbildning/grundskolor and select the "Sök på skolans uppgifter" tab. Filter using the "Undervisningsspråk" filter and select "Engelska". In the results all the values on the row "Undervisningsspråk" should be lowercase as Swedish language rules dictate.
• Go to https://helfi-kasko.docker.so/en/childhood-and-education/basic-education/comprehensive-schools and select the "Search with school information" tab. Filter using the "Language of instruction" filter and select "English". In the results all the values on the row "Language of instruction" should be capitalized as English language rules dictate.
• Check that the code follows our standards
• Check that the differences in visual regression tests are appropriate
