TP-2021 fix service form sticky tab bug

Actions necessary for applying the changes: (for example composer install; drush updb; drush cim)

Fixes service form floating tabs issue
Removes console.log from javascript file

Testing instructions:

• Login and got to a service page
• Ensure the tabs work and background color changes
• Edit service and go to third page
• Ensure the tabs are not sticky and page background color doesn't change color when tabs are clicked
