Testing instructions:

• lando test /public/modules/custom/service_manual_workflow/tests/src/Kernel/ServiceStateChangedNotificationSubscriberTest.php
• Confirm tests pass
• As service provider updater create or edit draft service to service group
• Move created service to ready to publish
• Confirm service ready to publish mail was sent to all parent groups admins
