- The only part of this PR that is not benefit-specific is the
backend/.pre-commit-config.yamlchanges. And those are ok. So, approving those only, nothing else.

Utilize Helsinki uwsgi-sentry - plugin. Control with ENABLE_SENTRY_UWSGI_PLUGIN-flag. Disable it by default. Also fix variable naming and use explicit platform for clamav-containers in docker compose. Refs: HL-1632
