Bump WordPress to 6.8.3, T2 packages to 8.19.0, and SpinupWP to 1.9.0 in composer.json. Update related lock files. Also update various JavaScript devDependencies including @wordpress/*, dotenv, lint-staged, turbo, and others in package.json and package-lock.json to their latest versions.
