Files inside the settings directories of IAR projects are auto-generated. When the IDE updates them, they show up in git diffs as changed files. Files like these are essentially version control noise, and can safely be excluded from the repository.
This PR removes these files from the repo, and ignores the settings directories to keep them out of the repo.
