added distillation tower output config setting
Hey, I don't know how to code java but I just want to highlight a change that would be nice, in regards to the backlogging of fluid in the distillation tower, increasing the output rate might help in that regards... I am struggling a lot with this, and I don't know how to do it really, but here is what I've come up with.
add config option for tower output rate

I am having a lot of trouble with the distillation tower as the output rate is too slow to drain, even using other mods, which is why I suggest it. I don't really know how to use Java though, so I don't know if what I wrote works, but it is a minor change that I feel would be nice to implement.
