Adding RTC_S1_STATIC capability

• Adding the ability to select between the production of two products RTC_S1 and RTC_S1_STATIC
• The --product is defined at the top level of the workflow
• Adding the ability to specify a list of bursts_ids to process if desired, otherwise all bursts are processed. Specified through the --burst_id_list param
• A new .yaml config for the static layers added
• Updated / Improved documentation for workflow
• Basic STAC metadata for the RTC_S1_STATIC layers
• Some TODOs are documented in the code:
  - Determine final STAC metadata
  - Determine how to link RTC_S1_STATIC layer products to each RTC_S1 product
