parsing plugin, allow separate projects for vpc, monitoring, logging

This PR adds:

• The parsing plugin for vCenter, NSX, NSX dfw developed by Alessandro Lorusso. With this, logs have each field stored separately in a jsonPayload.
• Support for separate vpc, monitoring, logging projects. With this, the foundations setup practices are followed. Note that the current single-project behavior can still be followed by just setting all project vars to the same project id.

Notes:

• The plugin.tgz file is copied from a private cloud storage bucket. A public url would simplify this, but this url doesn't exist yet.
