This adds a flag that enables rate limiting. When enabled through -r or --rate-limit, the script will only download a track once a minute, to avoid triggering the Spotify rate limit.
I've tested with a playlist with 100+ songs. Without the rate limiting it starts failing after 30 or so songs. With the rate limiting enabled, it keeps chugging along albeit more slowly of course.
I've never written Rust so please bear with me (and Claude Sonnet 4) for this messy implementation.
Hopefully it can be polished into something proper.
