This looks pretty sane after a quick look. At first I thought there might be other operations that overwrite files than move and copy, but I did not find any (write isn't applicable here because overwriting a file doesn't require removing it first). This definitely needs a test though. At the very least a flag (or a config parameter, or a command) that makes it possible to induce the failure mode being handled here in manual testing. |

The performance impact of this is not worth putting this in hl_write or ll_write, because it's not going to be necessary for all filesystem providers. This should be moved to LocalDiskStorageController and the behavior should probably be configurable. |

Summary
This MR fixes an unsafe file replacement flow where replacing an existing destination could leave the folder in an inconsistent state if an error occurred mid-operation. The update ensures that destination replacement is handled more safely using a temporary backup and atomic move semantics.
Motivation / Context
When copying or moving a file into a directory that already contains a file with the same name, failures during the replacement process could result in both the source and destination being lost. This indicated that the operation was not atomic and lacked proper recovery guarantees.
