Description of the changes

Run functional tests in the final stage of the CI build pipeline. Add a new functional test to verify that a confidential VM can successfully retrieve a secret via local attestation.

Type of change

  • Bug fix (non-breaking change which fixes an issue)
  • New feature (non-breaking change which adds functionality)
  • Formal verification
  • Breaking change (fix or feature that would cause existing functionality to not work as expected)
  • Refactorization (non-breaking change which improves code quality)

How to test this PR?

Github Actions should run functional tests automatically. Results of running these tests should be visible in the CI logs.

* install setuptools
* move toolchain file
* check cargo version
* fix refinedrust version for updated cargo
* update dependencies in cove tap tool to match with the new Cargo
* use correct version of the cargo lock
