Updated all OIDC auth documentation files to reflect that machine identities can now be created at either the organization level or project level: - github.mdx - general.mdx - gitlab.mdx - azure.mdx - circleci.mdx - spire.mdx Changes include: - Added Tabs component showing both Organization Level and Project Level workflows for creating identities - Updated 'Adding an identity to a project' step to clarify it only applies to organization-level identities - Added notes explaining that project-level identities can skip the project assignment step since they are already scoped to the project Co-Authored-By: jake@infisical.com <jake@infisical.com>

Context
This PR updates all OIDC auth documentation files to reflect that machine identities can now be created at either the organization level or directly at the project level. Previously, the docs only showed the organization-level workflow.
This is a follow-up to PR #5260, which documented the GitHub Actions OIDC workflow using the project-level approach. The existing OIDC auth docs needed to be updated for consistency.
