Fixes CI by building the OpenCL ICD loader with the default value for
CMAKE_C_EXTENSIONS, rather than withCMAKE_C_EXTENSIONS=OFF.If we want to build the OpenCL-ICD_Loader with
CMAKE_C_EXTENSIONS=OFFthen we should build this way for the OpenCL-ICD-Loader CI, also.
