Update the Node version to the current LTS (22.17.0).
This ensures we are building and developing the app against supported Node version.
Dependencies have been upgraded just enough to support the LTS version and the configuration is loosely based on the one used by Temporary Accommodation MFE. That has been in place for a while and has been tested in both local development and all other environments all the way to production.
Please note the #314 must be merged and deployed to production before this can be merged. This ensure we have a roll back option should there be any issues with the upgrade.
