including the
pdfspecific files in the main docfx.json and ci.docfx.json was causing the Table of Contents to be removed from the API Reference.So we need to split out a .json file for the pdf specifically.
Also build it in its own directory so it does not overwrite any of the _site data. Then copy the .pdf to the main site.
