Forces an unchangeable skin tone when selecting province to work with current body sprites. Gives a racially charged laugh to female ginkese (and children).
Made the province work for anyone, not just migrants. So it also applies the stat changes.
Also removes the need to be forced to use a specific arbitrary last name.
