This PR adds a workflow for testing cite-runner's github action.

It includes:

  • A workflow that uses cite-runner as an action
  • A simple HTTP app that implements only a very small subset of ogcapi features to be used for testing cite-runner
  • Some Python tests for checking if cite-runner action ran as expected
  • Updated development-related docs
  • A new output of cite-runner, which is the full execution result as a JSON document
