v0.2.0 — Freshness SLO monitoring

This release adds per-tenant freshness SLO monitoring to the custom OpenTelemetry Collector.

• Runtime updates of per-tenant freshness SLO thresholds via HTTP API

• Collector pipeline configuration remains static
• Runtime updates affect evaluation and scheduling parameters only
• Queueing and prioritization behavior is unchanged from v0.1.0
