The purpose of the following pull request is to add a new file into the news sector in relation to the recent achivements in the OSRD project.

I would suggest to change the title to "Public Demo of Open Source Railways Designer available" and move the sentence "Good news for railway and open source enthusiasts" to the text part as the first sentence (note that we write open source without -).

The OSRD project, supported by funding from the French State, the European Union, and SNCF Réseau, keeps improving notably thanks to cooperation with NetzGraphik Editor (SBB)
