Add flops&bytes computation for bilinear_interp script

功能

计算bilinear_interp 前向的flops&bytes

效果

依据

根据双线性差值公式：

其中读取f(Q11)、f(Q21)、f(Q12)、f(Q22)计算得到目标数值，写入f(x,y)

得到一个输出包括3个加法，10个减法，9个乘法和一个除法。得到每个像素点需要读4个地址，写入1个地址。
