Added method "ReorderElements" to IToolService (requested by Bingwen)
Also, created a tool "SortProteinsTool" which uses this method and adds menu items to sort proteins by Abundance, or "Note" as well as "Reverse" and "Random" since Mike wanted to be able to sort proteins by abundance.
