Summary

refine the header comment for modes.py
add docstrings for each Mode value so contributors know what output to expect

Testing

python -m py_compile src/vault_image_description/*.py
npm run tsc (fails: No inputs were found)
./setup.sh --offline (fails: No inputs were found)
