In order to fix scitt-community#38, we need to hard pin the version of Werkzeug used by Flask to avoid the changes after to how functions are organized in the library's modules. See PR Sanster/IOPaint#390 with a related solution (not specific to Anaconda approach, but informative). See [StackOverflow](https://stackoverflow.com/a/77217971) post for details.

This PR is a correction related to Issue #389.
Recently, the version of
werkzeughas been updated, causing a problem that the code cannot execute.The problem was solved by specifying the version of
werkzeugin the Requirements.txt.However, since I tested the modified code through
python main.py, I also modified the Readme file. This should be changed back to the pip install format later.
