Initial Release of Alfano

This Release of Code encapsulates the functions used in preparation of paper AIAA-2018-4718 for the 2018 AIAA Energy & Propulsion Forum. The basic solutions of the equations of motion and the control laws resulting from the constraints as documented in "Optimal Many-revolution Orbit Transfer," Alfano & Wiesel 1985.
