{Core} Add plugin management

Description
This PR adds a complete plugin management system with the following features:

Key Features:

• Plugin installation, uninstallation, upgrade, and listing
• Plugin index fetching from remote repository
• SHA256 checksum verification for plugin downloads

Commands:

• aliyun plugin list - List installed plugins
• aliyun plugin install --names <name> [--version <version> --enable-pre] - Install plugin
• aliyun plugin uninstall --name <name> - Uninstall plugin
• aliyun plugin update [--name <name>] - Update plugin(s)
• aliyun plugin search - Search available plugin based on cmds
• aliyun plugin list-remote - List remote available plugins
