Upgrade to Py 3.10

In this release:

• We make our requirements more felixbile and remove/replace packages that are not supported by more recent Python versions
• We test all portions of our code to work with Py 3.10 to support newer GPUs
• We get rid of model dependencies that are no longer supported by newer versions of Pythong

First Stable Release

This is the first stable release of GaMPEN.
