Add CI coverage for WORKSPACE-based bazel clients#630

This establishes that Au supports bazel all the way back to version 1.x (from 2019). It also necessitates adding a trivial WORKSPACE file. It's too bad we had to resurrect it, but an trivial WORKSPACE doesn't seem too harmful.
