Reorganizes the Bazel documentation structure from 6 tabs to 4 Diataxis-aligned categories (Tutorials, How-to Guides, Reference, Explanation). This makes documentation easier to navigate for beginners, addresses community feedback about jarring structure, and clearly separates learning resources from task-oriented guides and reference material. Includes a comprehensive Diataxis guide to help users understand and navigate the new structure. Applied to HEAD version with versioned docs to follow incrementally.
