This adds support for fetching a precompiled arm none libc_nano implementation. This libc_nano is combined with arm specific flags for building with ARM Cortex devices using clang.

When compiling C++ files the '-nostdinc' flag shadows the '-nostdinc++' resulting in a warning for unused include flags, this is a problem when compiling with '-Werror'. By using '-nostdinc' for both C and C++ we can ensure that there are no unused arguments.
