What looks broken? It looks fine to me - the link in the published page (https://bcgov.github.io/smk-cli/edit-an-app.html) loads the Creating page.
One thing I recently learned is that changes made to GitHub Pages files like this aren't immediately visible when looking at github.io Pages sites (ours for SMK-CLI is https://bcgov.github.io/smk-cli/). We need to publish the Pages site to see changes. It looks like publishing runs a build that converts this Markdown source into HTML and styles. This might be related to what you're seeing regarding broken links.

The Measure tool was inadvertently broken by an update to the Leaflet library in PR bcgov/smk#188. This comments out some references to the Measure tool in SMK-CLI documentation to avoid confusion.
