Description of changes:
This patch enhances the testsys-launcher CDK by applying the cert-manager and brupop manifests.
However, the CDK breaks on very large manifests (like with many CRD versions) or with many components: aws/aws-cdk#19165 so this should stay in draft until that can be handled better.
