Summary

expose PrefetchOptions for headers, cachePolicy and ignoreQueryParamsForCacheKey
support the new options in JS layer
implement cache policy and query param logic in iOS prefetch
implement same logic in Android prefetch
document extended prefetch usage in README

Testing

yarn typecheck
yarn test (fails: react-native tried to access @babel/runtime)
