Adds BlockFetcherOption to configure the timeout for fetching blocks when receiving new block events. The timeout can be set via WithBlockFetchTimeout option, with a default of 10 seconds to maintain backward compatibility. This addresses the TODO comment and allows customization for different network conditions.
