Summary

Bump Terraform required_version constraints to ">= 1.15.0".
Update pinned terraform_version workflow inputs to 1.15.0 where present.
Keep reusable workflows from clouddrove/github-shared-workflows intact.

Validation

CI will validate formatting, linting, and module checks.

Auto-merge is enabled; branch protection rules will be respected.
