We'd like to make this ready for Michael to share with new users. In general, this requires: - Admins can create new users or edit existing user account info, and users can update their own account. - Any error messages are informative. - All know expungement logic bugs are fixed. - Charge types and eligibility reasons are consistent and informative. - App flow is clear and doesn't have any obvious holes: admin button that doesn't work for admin, edit-group button that does does nothing, empty stats page, etc.
