Use relative path in git ignore

Hi,

Here is a patch to use the relative path when checking git ignore.

The absolute path can contain stuffs which can be matched by gitignore.
It's not an expected behavior.

I can't tell if it's the proper way to patch this problem.

Since this package is now deprecated due to maintainer availability, I've forked it here, and released a version that includes this fix.

You can get it from npm here, by installing commit-and-tag-version with version equal to or greater than 9.6.0.
