Briefly, what does this PR introduce?
This PR implements the
TrackProtoclusterMatchPromoteralgorithm, which ingests track-protocluster matches, the clusters created from those protoclusters, and creates aedm4eic::TrackClusterMatchesfor each track-protocluster match.Requires EICrecon#1699 first.
