Adding Toggle button for Left and Right panel for UI visibility

Description

This PR introduces toggle functionality for showing and hiding the Left Panel and Right Panel in the JupyterGIS UI.

Hi @nakul-py, Thanks for opening this but this is not quite the solution we wanted to use - we instead use jupyterlab settingRegistery in #898 as we wanted to preserve the state of panel visibility upon page reload & by jupyterlite config

Hence closing this.
