Make it possible to replace the seed selection algorithm used by the corpus.
Add a new alternative seed selection algorithm: Select a random PC/signal, then select a program that covers it (when there are multiple ones, follow our default algorithm - use total signal count as weights).
Make it possible to configure seed selection for individual focus areas. Use "signal count"-weighted selection as a default and PC-based selection during patch fuzzing.
