This is the same workaround we give to users about dealing with no curl in our images. I really need to clean up #4012 since that's our to-be recommended solution for this.

Brief description of Pull Request
Add integration tests for the new otel engine using a native otel pipeline and also the alloyengine extension with a similar alloy config file.
