This PR switches the oracle's IPFS client from using Kubo RPC calls (
/api/v0/cat?arg=<CID>) to standard IPFS gateway URLs (/ipfs/<CID>). The Kubo RPC API is not meant for public exposure and using the standard gateway format also allows for easier switching of providers if needed.
