PR is too large to review in GH, pulled locally. The majority of the changes are copyright header changes, plus some new packages in resource-manager

I've locally replaced go-azure-sdk with this version of the SDK in both the azurerm and azuread provider, no build failures. Updates to vendor directory are minor for azurerm, for azuread there are many changes but the majority are just the copyright headers.
