Expose windbarbs

Closes #1695

With barbs in geoviews bokeh backend and also available on matplotlib backend, we should expose barbs on hvplot.

I think I covered all the docs references, but I could be missing some.

My mental model is that geo=True (or any of the geo-related options except tiles) == geoviews is required. That's a small deviation from that, which I guess is fine but I wanted to point it out.

Have you considered calling it windbarbs? Even if matplotlib calls it barbs, I think windbarbs would be my preference. Right not it sits alphabetically between bar and barh which is unfortunate, and shows up as one of the first suggestions on autocomplete, while it's a niche functionality.
