Would we need to coordinate with the hub team to get them to update their seed file? Not sure whether they make a new one each time or reuse the seed everytime a new iModel is created. |

I change it to draft for now. Just wanted to keep track of it but we will merge after such coordination. |

New IModel will have Latin1 by default. Older IModel open with new code will still use ASCII.
