This PR adds tests for the capabilities introduced by intel/llvm#6104 as implemented here: intel/llvm#8303
These tests require at least two devices with P2P capabilities to execute. If these requirements aren't satisfied the tests exit silently.
Set as draft for now: intel/llvm#8303 should be merged first.
