Added the observer microservice into Docker Swarm cluster
The observer functionality now is handled by the server, instead of locally
Changed spark version from 2.4.7 to 2.4.8
Fixes # (issue)
Old spark version 2.4.7 had it's link expired, to fix this the version that is downloaded now on the learningOrchestra deployment is 2.4.8
