Verification steps

• Verify that the Partner Referrals Beta Launch appears across all features in CM when marketplaceV2GlobalBanner is ENABLED
• Verify that the Partner Referrals Beta Launch banner does not appear across all features in CM when marketplaceV2GlobalBanner is DISABLED
• In the Network tab, ensure that the LaunchDarkly response returns the feature flag (marketplaceV2GlobalBanner) value as false
